filibuster...

An action such as a prolonged speech that obstructs progress in a legislative assembly while not technically contravening the required procedure. If Democrats gain a 60-40 advantage in next Tuesday's landmark election, the Senate will be FILIBUSTER proof. Act in an obstructive manner in a legislature, especially by speaking @ inordinate length. Several measures were killed by Republican FILIBUSTERING. Stonewalling, delaying tactics, procrastination, OBSTRUCTION, temporizing.

Waste time, stall, play for time, sandbag, buy time.
